Sir,

I have the honour to acknowledge the receipt of your despatch 255 of the 10th November, last, relative to the salaries of the European police-force in Hongkong.

2. The Captain Superintendent of Police has carefully considered the revised scale of pay which you have sanctioned in the despatch under acknowledgment, and I have considered the matter further in conjunction with the Executive Council, of which the Captain Superintendent of Police is not a member.

3. I have now the honour to transmit herewith a copy of a Minute by the Captain Superintendent of Police (inclosure, Jan'y. 1900), from which it appears that in his opinion the increases...
